Chiropractic Medicare Fee Schedule

The American Chiropractic Association (ACA) recently sent out a press release urging doctors of chiropractic and their patients to contact their local US Senators.

The current Medicare Physician Fee Schedule expires on June 30, 2008.  Without immediate Congressional action, Medicare providers, including doctors of chiropractic, will face a more than 10% cut to reimbursement fees on July 1st.

Both Senator Charles Grassley (R-IA) and Senator Max Baucus (D-MT) have introduced bills that would thwart the looming cuts.  Both bills continue the Fee Schedule at its current levels through the end of 2008 and grant an additional 1.1% positive update for 2009. 

Recently, Senator Baucus’ bill was prevented from coming to a vote.  The Senate has not yet taken action on Senator Grassley’s bill and there are indications that a compromise may soon be reached.

Facts about Smoking

Recently, NYC State Health Commissioner Dr. Richard F. Daines and City Health Commissioner Dr. Thomas R. Frieden jointly urged New Yorkers to quit smoking rather than pay an extra $1.25 per pack in state cigarette tax that takes effect today.

The state tax on a pack of cigarettes now totals $2.75. New York City has an additional $1.50 tax bringing its total tax to $4.25 per pack – the highest cigarette taxes in the nation. Cigarettes will now cost more than $8 in New York City and more than $6 across the rest of the state.

A related press release offered the following facts about smoking:

  • On average, smokers die 14 years younger than non-smokers.

  • Smoking increases a person’s risk of heart disease, stroke, lung cancer and other cancers.

  • Second-hand smoke also causes heart disease and cancer and contributes to asthma and other respiratory illness.

  • Infants with a parent who smokes are more likely to die from Sudden Infant Death Syndrome.

  • Babies and children exposed to second-hand smoke are more likely to have asthma, bronchitis, ear infections, and pneumonia.

  • Smokers who quit rapidly lower their risk of heart disease and stroke and steadily reduce their risk of lung cancer.

NYC Restaurants Eliminate Trans Fats

A recent press release from the NYC Department of Health discussed how New York City restaurants will finish the job of eliminating artificial trans fat from the food they serve. The final phase of the City’s trans fat regulation takes effect July 1, 2008, requiring restaurants to clear artificial trans fat from all their menu items.

When first implemented last year, the new standard applied only to fry oils and spreads. It will now cover previously excluded items such as baked goods, frozen foods, cannoli, and doughnuts as well. Foods served in the manufacturer’s original, sealed packaging, such as candy and crackers, are still exempt.

Acceptance of the first phase of the trans fat regulation has been very high, with more than 98% of inspected restaurants in compliance as of last month. Some food chains and cooking oil manufacturers have not only eliminated trans fat but also reduced saturated fat by 20% to 35% in certain fried foods, further boosting the health benefit for consumers.

The NYC Health Department, with support from the American Heart Association, launched the Trans Fat Help Center at New York City College of Technology last year to help restaurants and other food service establishments switch from artificial trans fat to more healthful fats and oil.

NYC 9-11 Benefit Program

The NYC Department of Health and Mental Hygiene (DOHMH) is offering an insurance-like benefit to help cover mental health and substance use treatment for NYC residents affected by 9/11.

The NYC 9/11 Benefit Program for Mental Health and Substance Use provides:

  • Free or low-cost coverage

  • Easy enrollment

  • Flexible treatment choices

NYC recognizes that sometimes it takes a while to recognize your symptoms, and you might not connect them to 9/11. If you've been anxious, depressed, having family problems or using more drugs or alcohol since 9/11, there could be a connection.

Anyone who has trouble eating, sleeping, concentrating or relating to others may need help. If you're a New York City resident, and you’ve suffered these symptoms since 9/11, consider talking to someone.

In a related story, a recent study found that for many residents of Lower Manhattan, the terrorist attacks of September 11, 2001, had lasting psychological consequences.

New findings, released recently by the Health Department’s World Trade Center Health Registry, show that one in eight Lower Manhattan residents likely had posttraumatic stress disorder (PTSD) two to three years after the attacks.

The findings show that Lower Manhattan residents developed PTSD at three times the usual rate in the years following 9/11. The rate among residents (12.6%) matched the rate previously reported among rescue and recovery workers (12.4%). Residents who were injured during the attacks were the most likely to develop PTSD. The study was published online this week in the Journal of Traumatic Stress.

PTSD is an anxiety disorder that stems from experiences involving intense fear, horror or hopelessness. People who develop the condition may become emotionally numb or hyper-alert. Many relive their trauma when reminded of it, and their lives are diminished by their efforts to avoid reminders. Many people recover with counseling or medication, but PTSD can lead to family problems, work problems and substance abuse.
